Received Thursday, 7.50 p.m. TORONTO, May 21. Mr. Malcolm MacDonald, British High Commissioner to Canada, in a speech, said the Empire air training scheme would make decisive our air mastery over Germany before many months. He added: “The people of Britain will never give in. We shall never bo so weak in relation to the enemy as we were last June when our armies lost much of their equipment with tho collapse of France.
