WHY DID BRITAIN NOT FORESTALL ENEMY 1 : LONDON, April 27. The British Associated Press Istanbul correspondent says the Germans are reported to he planning to take Chios, completing a chain of islands to the Dodecanese, Other reports say the occupation of Lemnos and Mitylone islands enables the Germans to ship war materials to Greece, the Dodecanese and towards the Dardanelles. Two vessels have already passed through the straits to the Aegean Sea. Some astonishment is expressed that the British did not occupy the islands and forestall the Germans. A Sofia messsage says Bulgarian troops have occupied Flrina, Veles, Prilep and Monastir. An Ankara message says a TurcoGerman agreement has been initialled for the exchange of goods to the value of 300,000 Turkish pounds. Turkey supplies tobacco and medical goods.
