AXIS BARRED FROM WESTERN HEMISPHERE

(Rec. 2, 12.45) WASHINGTON, April 1. The House of Representatives to-day completed congressional action on the measure to reaffirm the Monroe Doctrine by opposing the transfer by non-American nations of their possessions in the Western Hemisphere to any other non-American Power. There was no opposition to the measure.

Representative Hamilton Fish and other members of the minority declared that they favoured the adoption of the measure at this critical time to prevent the possibility of Germany obtaining control of any territories in the Western Hemisphere now held by Britain*. France, and the Netherlands.
