Received Friday, 11.10 p.m. WASHINGTON, Oct. 3. Tho House accepted the Senate amendments and completed Congressional action on the session’s last major Bill, the 1,482,000,000 appropriation, including funds to outfit and maintain an army of 1,400,000.
