Feilding Borough’s Decision

FOOD DELIVERY SERVICES Following the representations made to the Feilding Borough Council by Feilding milk vendors to secure protection for their zoning system of delivery, the council at its meeting last evening had before it draft by-laws making provision for zoning of all deliveries and known as the "Feilding Food Delivery Emergency By-law, 1940.” The principal function of the council under ihe by-law will be to regulate the delivery of food within the borough so as to reduce as far as may be desirable or necessary in the public interest, the amount of oil fuel used for such de livery. The by-law is designed to continue in force until repealed or until the termination of the present war, whichever date be the earlier. fn presenting the finance committee’s recommendation for the adoption of the by-law, the Mayor (Mr. T. L. Seddon) said tnat the regulations appeared to answer the requirements of the milk vendors and all ether food delivery services^ Cr. F. B. Desmond said that the Mayor had been responsible for drafting the by-law and was to bo congratulated on the success that had attendee his efforts. Cr. A. C. McCorkindale supported this view and remarked thait the council was fortunate in having the services ot the Mayor in providing a solution to the problem. Cr. I’. U. Uuy said that the by-laws were in every respect entirely satisfactory to the milk vendors who had requested the speaker to convey to the Mayor their sincere thanks for his services. In acknowledging tho remarks the Mayor said that he had endeavoured . meet the position brought about by the request of the milk vendors and then decision to zone their deliveries. It ap peared desirable to provide a by-law which would meet the requirements Oi any other food delivery service which contemplated emulating the action of the milk vendors. The Mayor went on to state that in framing the by-laws there was no intention of interfering with any business but the application of the oy-law may require adjustments in order to meet the wishes of the Oil Fuel Controller to conserve petrol. The by-law amounted to a serious attempt to meet that objective. Cr. H. J. Dewe said that the object of the by-law was to have ready tfie macninery to meet any request for zoning of deliveries. It was fair to point out, said tfie Mayor, that the council could initiate a zoning scheme without request. Cr. Guy suggested that clause 8 oi tfie by-law, wnj.cn gave the council the right to refuse any application for a license under tfie by-law, was somewfiai drastic. Replying, tfie Mayor said tfiat all emergency measures were inclined to be drastic and it tfie clause was eliminated tne protection desired Dy tfiose wfio submitted voluntary sefiemes for zoning to save petrol, would be lost. Cr. Guy: We are satisfied. The draft by-laws were xormaliy approved and will be submitted tq a special meeting of the council to be field next week for confirmation.
