Have France and Italy an Understanding ?
BALKANS QUESTION LONDON, April 19. Interpreting a copyright message from the Chicago Daily News' correspondent in Paris, Mr. Edgar Mowrer, author of ‘ ‘ Germany Puts the Clock Back," suggests in the New York Post that it states, as clearly as the censor ship permits, that Italy and Franc have reached an understanding on th Balkans. The Fronch Prime Minister, M Reynaud, apparently made an importan statement to the secret session of the Senate concerning this question yesterday, ho adds. Meanwhile, the French Chamber of Deputies to-day agreed to M. Reynaud's demand for a secret session, which was held to-day. The Chamber unanimously passed a vote of confidence in M. Reynaud.
