Have France and Italy an Understanding ?

BALKANS QUESTION LONDON, April 19. Interpreting a copyright message from the Chicago Daily News' correspondent in Paris, Mr. Edgar Mowrer, author of ‘ ‘ Germany Puts the Clock Back," suggests in the New York Post that it states, as clearly as the censor ship permits, that Italy and Franc have reached an understanding on th Balkans.
