Russia Fortifies German Frontier
Received Sunday, 9.30 p.m. CERNAUTI, Oct. 14. Refugees from Poland report the concentration of Russian troops and materials ou the Slovakian frontier and the Russian fortification of the new Russian-German frontier. The adaptation of the Polish railway system to the Russian on the I.emberg-Kiev line is nearly complete and the Russians are transferring Polish rolling stock to tho interior of Russia.
