Fresh Attack on Pact With Soviet
MORE EMPHASIS FOR MILITARY ANGLE LONDON, July 25. The Times 6ays thut tho Government is attempting to overcome the deadlock in the Moscow negotiations for a threePower pact and has sent to tho Ambassador, Sir William Seeds, instructions enabling him to attack the problem from a fresh angle. The proposed pact would be in two parts-—namely, political and military—whereas hitherto the political pari solely has been emphasised. It is suggested that military talks should begin in order to enforce both simultaneously, as the Soviet originally desired. If a military mission is sent, an officer of high rank would lead it. The Navy •would also be represented.
