Japs Report Progress at Conference

NINE-POWER TREATY “MORIBUND” Received Thursday, 1 sum. TOKIO, July 26. A three-hour plenary session dealt with the committee’s report on the maintenance of peace and order in the Tientsin Concession. Consideration of the economic questions will follow. These are regarded as the crux of the conference. Mr. Arita reported to Cabinet that the conference is progressing smoothly. The Foreign Office spokesman, asked what bearing the AngloJapanese Agreement had on the Hlne-Power Treaty, replied that the treaty was moribund. He added, however, that Japan never claimed sovereignty over the occupied areas.

A later Tokio communique states that progress was made in the afternoon session. Various questions relating to Tientsin and other ports are being considered cn Thursday.
