Japanese Commander’s Insolence
ITS IMPLICATIONS FOR AMERICA Received Tuesday, 7.15 p.m. NEW YORK, June 19. Tho Washington correspondent of the New York Times says the State Department has exercised great care since the Tientsin trouble started, to maintain a position in which it can act as arbitrator if a friendly solution appears possible. The Now Vork Times, in an editorial, refers to the Japanese garrison commander’s insolent announcement that pressure will be increased until the British Concession at Tientsin collapses. It adds: “Mr. Hull’s statement is timely. An unimportant incident has been deliberately made the occasion for a direct challenge to the whole structure of British treaty rights. As a nation with our own treaties intended to safe guard substantial interests, we are bound to be concerned with the method ftnd objective cf the Japanese attack •nd the implications it holds for us."
