Comprehensive Proposals FIRST AUTHORISED STATEMENT United Press Association.—By Electric Telegraph.—Copyright. Received Sunday, 11.25 p.m. WASHINGTON, May 2S. Seven proposals for inclusion in any legislation designed to keep America out of war arc urged by Mr. Cordell Hull (Secretary of State) in letters to the chairman of the Congressional Foreign Affairs and Foreign Relations Committees. They are: (1) Abolition of the existing automatic arms embargo in the Neutrality Act. (2) Prohibition against American vessels entering combat areas. (3) Restrictions on travel by Americans in such areas. (4) Transfer of title to foreign purchase of all oxports to any belligerent. (5) Prohibitions against loans and credits to belligerents, (C) Control over solicitation of funds for belligerents. (7) Continuation of tl*3 Munitions Control Board for the regulations of arms traffic. This is tho first authorised statement by the Administration of its policy regarding neutrality.
