UNITED STATES DECLARATION Received Friday, 11 p.m. WASHINGTON, April 14. The Secretary of State, Mr. Cordell Hull, iu a world-wide broadcast PanAmerican Day address preceding that of President Roosevelt, emphasised the ability and determination of the American nations to fight if necessary to preserve their independence. “Pan-Americanism stands for affirmation by half the world that it won't accept an international order based on force, politics or the abrogation of the underlying principles of justice, tolerance and law," he declared.
