It is stated authoritatively:— "Germany is now waiting to see whether countries to which Britain has given unilateral guarantees will be willing to make those arrangements bilateral. Wo have every reason to believe that Poland is unwilling to forfeit her power of independent decision or to be drawn into an anti-German bloc. Rumania is even less likely to be so influenced."
