Housing Scheme for Maori People

SPECIAL FUND TO BE SET ASIDE WELLINGTON, Sept. G. Provisions for tho further development of the housing schemo for tho Maori people aro contained in the Native Housing Amendment Bill which was introduced in tho Ilouso to-day. The Bill is ono of 33 clauses, which tho establishment of a special native housing fund aud enables land to be set apart for dwellings which may be disposed of either by way of sale or of lease. Tho Bill provides that Crown laud may be set apart for native housing purposes and that the Board of Native Affairs may also acquire land for the same purpose. The board is empowered to carry out all necessary works and to erect dwellings. A section of tho Bill dealing with the disposal of dwellings states that all dwellings erected or acquired by the board may be disposed of by way of sale or of lease. The torius and conditions of sales will bo determined by the board, which must give its consent before any purchaser cau dispose of a dwelling. Restrictions will also be placed ou tho powers of the disposition of leasees. The sxiociai Native housing funu established under tho Bill wdll consist ot £OO,OOO appropriated by Parliament as a grant to tho Nativo Trustee for the purpose of housing for indigent natives and all other moneys that may bo appropriated by Parliament. The fund is being established to enable tho board to provide for natives whom, in its opinion, are unable to give security Or make payments which tho board would normally demand in respect of housing.

Various miscellaneous clauses are also included in tho Bill, which provides that Maori Land Boards and the Nativo Trustee aro not entitled to charge commission in respect of housing matters. Agreements under the legislation aro to be exempt from stamp duty and acts done in anticipation of tho provisions of the Bill aro validated. The Bill was read the first time and the second time pro forma and referred to tho Nativo Affairs Committee.
