OPINION IN WASHINGTON WASHINGTON, July 26. That Mr. Boosevelt will break, precedent and run again for the Presidency I? taken for granted in Washington. Ho is travelling through tho Western States by special train and will concentrate on cleaning up tho political

situation in tho interests of the election. Strong Democratic delegations will be sent to Congress in November.

But Mr. Boosevelt’s lieutenants make no secret of the fact that he is really trying to make certain of a third term at the Presidential election in 1940.

Mr. Boose volt's associates no longer exhibit any concern about tho outcome of tho November Congressional elections. Another Boosevelt triumph is confidently awaited.

He has money and power, Wall Street prices arc rising, and business improv-

ing. Opponents of the New Deal are finding it difficult to obtain new arguments for use against the Administration’s methods.

Judging by tho size and number of hands clutching at the Presidential coat-tails, New Dealers are regarding the 1940 election as practically over and won.
