ANNUAL MEETING OF SUBSCRIBERS GOVERNMENT’S SCHEME FOR SMALL LIBRARIES ADOPTED At the annual meeting of the subscribers of the Woodville Public Library on Saturday evening, the Mayor, Mr. R. R. Johnstofl, presided over Crs. A. Ollsen and E. J. Harding, Messrs H P. Horne, D. Keay, T. S. R. Sc haw and Tracy, Miss Crosse, Mrs. A. H. Hustwick (secretary), and Mrs. Spackman (librarian). The chairman expressed pleasure at the attendance of so many. I Library Report. The following report was read:— Subscribers: The total number of subscribers stands this year at 72, the same as last year, borough 44, county 28. Books: During the year 70 new books ' have been placed on the shelves, as ‘against 61 last year; 52 books have been purchased and 18 donated. Thanks are due to Mesdames W. H. Nelson, G. B. DeAth, R. N. L. Munro, F. Willoughby, M. C. Lawrence, G. G. Seeker, R. Nelson and Swift, Messrs H. P. Horne, A. . H. Hustwick and Deventon for books and magazines, and also to the Wood ville County Council for their grant of £5. County Library Service: The Government has recently instituted a country library service in order that country libraries may be provided with a regu lar loan of books from a central source. The principal condition is that tho library is made free to residents of the town in which the library is situated. The rate of supply is 15 books per 100 of population (1936 census return) aud all or any of these books may be exchanged every four months for fresh ones from the book van. This van will carry and display over 1000 books. In February, Messrs J. Norrie and G. T. Alley, of Wellington, inspected the library aud discussed this country library service with the members of the committee. Some time later a representative of the country library service also came and inspected the library. The library building has been very much improved with a coat of paint. Also the ceilding of the lending department hap been painted, and the thanks of the committee are due to the librarian for the manner in which she has looked after the institution. An Auckland firm has offered to supply gratis loose paper book covers and markers for the library and this has been accepted. The finances: The year commenced with a debit balance of £22 4b 6d and concluded with a debit balance of £33 15s sd. Rates collected wero £1 2s 5d less than the previous year. Subscriptions exceeded last year’s total by 13s 6d. The Woodville County Council grant of £5 was the same as last year. The total expenditure for the year was £95 14s 2d, as against £lO3 14s 5d last year. In moving the adoption of the report and balance-sheet, the chairman commented upon the loss of £ll during the past year. Mr. H. P. Horne said that since the Government subsidy had been abolished the committee had never been able to balance the budget. He also remarked that 72 subscribers were very few for this district. The subscribers’ representatives on the committee were elected as follow: Messrs H. P. Horne and T. S. R. Schaw and Miss B. Uothard (secretary). Letters of thanks are to be forwarded to the several donors mentioned in the report. | The Mayor moved a hearty vote of thanks to Miss Gothard for her work as secretary, and this was carried by acclamation. A similar motion from Cr. Ollsen with reference to Mrs. Spackman’s services was also carried. Some discussion arose about the installation of electric light in the library and reading room, and the secretary stated that there was a sum of £3 set aside for the purpose. A suggestion from the Mayor that a benefit picture programme may be arranged was abandoned when Mr. Horne pointed out that in the past the sales of tickets for such things were not satisfactory. With reference to the country library scheme mentioned in the report, Mr. Horne said that the library being freo to town readers would cost the ratepayers the extra £3O per annum usually collected in subscriptions. The chairman said that the Borough Council’s committee had considered that this loss would be compensated by a charge of 3d on any second book taken out at one time; and also that 450 new books each year under the scheme should make the library more popular. Mr. Homo then moved the adoption of the scheme and the chairman seconded the motion. Cr. Ollsen remarked that the scheme had been astonishingly successful in Rangiora. Cr. Harding said that tho Government’s conditions as tabled made no provision for a charge on a second book as was made at Rangiora and was proposed here. Tho settlement of such details was left to the committee. It was decided also to approach the County Council for a donation again this year.

A LOWER GORGE BRIDGE LOAN Rate under Government Loans 10 Local Bodies Act, 1908, of ONE FARTHING in the £. AN ANTECEDENT LIABILITY REDEMPTION LOAN RATE under Local Bodies’ Loans Act, 1926, of ONE PENNY AND ONE FARTHING in the £. A GASWORKS RENEWAL LOAN RATE under the Local Bodies’ Loans Act, 1920, of TWO PENCE iu the L. A HOSPITAL RATE’under Section 52 of the Hospital and Charitable Institutions Act, 1926, of ONE PENNY in the £, ON ALL RATEABLE Value on the Valuation Roll of all Rateable property within the Borough of Woodville on tho basis of the Unimproved value. The Valuation Roll of the Borough is open for inspection in accordance with tho provisions of the Rating Act, 192-5.
