Proposal to Lift U.S. Embargo BUT NO ARMS FOR FRANCO United Press Association.—Bv Electric Telegraph.—Copyright. Received Friday, 9 p.m. LONDON, May 6. The Government is awaiting an authoritative statement from Washington about Senator Nye’s reported proposal that the United States embargo on war supplies to Spain should be lifted, says the Times’ diplomatic correspondent. The writer adds that the news has caused a surprise. It seems late in the day for tho proposal to be put forward, and the reasons for it are hardly clear in London, although one effect would be immediately clear, namely, oue more stone would be thrown into the troubled waters of non-inter-vention. The Washington correspondent of the New York Herald-Tribune says the State Department does not confirm the report that the administration has decided to support the Nye resolution. Such a course would be inconsistent with the department’s policy hitherto and would embarrass the Government in the pursuit of its objective of holding strictly aloof from ontanglement in European conflicts. The Nye resolution would not simply lift the arms embargo, but would permit sales to the Government and disallow them to Franco. FRANCO RESUMES DRIVE TO VALENCIA BOMBS ON THE CITY LONDON, May 5. The Saragossa correspondent of the Daily Telegraph says that General Franco has resumed his drive against Valencia with troops protected on the flanks by warships and aeroplanes but that he is meeting' with savage resistance. The Madrid correspondent of the Daily Telegraph says that a rebel aerial bombardment of Valencia killed 14 persons and wounded 40. A French merchantman was struck and 30 houses were destroyed. BARCELONA GOVERNMENT PROMISES PLEBISCITE AFTER THE WAR Received Friday, 8 p.m. WASHINGTON, May 5. The Barcelona Government has sent a Note to the United States promising a plebiscite after the war, in which the people will express their will regarding the nation’s social structure, and a pledge of a political amnesty to those Spaniards co-operating in reconstruction.
