PUBLIC WORKS PROGRAMME United Press Association.—By Electric Telegraph.—Copyright. PARIS, April 25. A statement by Al. Daladier said that Cabinet had agreed to an immediate programme for a balanced Budget through moderate taxation, not interfering with production; secondly, changes of labour conditions within present legal statutes; thirdly, public works mainly directed at the abolition of slums; fourthly, increased credits for industry and commerce; fifthly, financial reforms which would be announneed later; sixthly, more extensive development of colonies, and lastly, development of tourist trade as a national industry.

The first decree will be published on May 3. Al. Daladier emphasised that the whole plan was based on the maintenance of free currency under the tripartite agreement between England, France and America, and defence of the franc, which is indispensible for the return of capital and ending hoarding. He added that the average French citi2en pays out 43 per cent, of his income in various forms of taxation.
