Business has been thrown into chaos as a result of a Hankow decree to prevent speculation, limiting sales of foreign currency to the Chinese Central Bank at Hankow, thus eliminating Shanghai as the clearing house of the Far East. As a concession, a branch of the Central Bank is being established at Hong Kong.
