The Daily Telegraph’s Dairen correspondent says Yosuke Matsuoka, president of the South Manchurian Railway, states that Japan is launching unprecedented developments in Manchuria involving the expenditure of £150,000,000 within five years. Japan expects to establish a million families on the land within ten years. Neither Japan nor Russia wishes war and the occasional frontier incidents are mere safety valves.
