The Times’ Berlin correspondent says in an encyclical read throughout Germany the Pope accuses the Nazis of violating the Concordat of 1933 and encouraging the anti-Christian ino\ement. He says he will not formally denounce the Concordat because the responsibility of the souls entrusted to his care prevents his ignoring the remaining possibilities of an understanding.
