Her navy was worth notice and she would never he detached from the Empire. New Zealand was the most advanced Dominion in social legislation.

The Dominions could not be held in perpetuity without more people and assisted settlement was essential. Tne centralised empire naa gone, decentralisation was strength and there was unity in diversity.
