Local authorities are being recoin mended to organise a service of ai/ raid wardens to supplement the normal resources of the civil authorities for safeguarding the general public in the event of an air attack. The duties of the wardens of whom some 300,000 will be voluntarily enlisted, will include advising the public on officially recommended precautions against air raids, assisting in the distribution of respirators and in the event of war taking an active part in helping fellow citizens during and after an air raid. Horinuehi announced that negotiations are shortly being opened for a commercial navigation treaty between Australia and Japan and added that Japan is making an effort to conclude barter agreements in view of the prevailing tendency of international trade relations. LONDON COUNTY COUNCIL ELECTIONS ON. (British Official Wireless.) Received Friday, 7 p.m. * RUGBY, March 4. Elections are taking place to-day for the London County Council which consists of 124 councillors elected by ratepayers and 20 alde«meu elected by councillors. All councillors retire automatically every three years. At the last election Labour gained a majority of seats and at that election there were 60 Labour members and 55 municipal Reform members of the council with the exception of four seats for the City of London for which municipal Reform candidates had been returned unopposed.
All seats are contested. Labour is represented by 120 candidates, municipal Reform by 116, Liberals by 18, Fascists by 6, and Independents by 3. The state of the parties after 94 results had been declared was as follows: Labour 54, municipal Reformer* 40. Each side gained four seats from the other, thus there was no net change so far. Ginger Foran, of Liverpool, knocked out Johnny McGrory, British and Empire featherweight champion, in the seventh round of a twelve rounds bout at Liverpool. McGrory was seht to hospital with a fractured jaw CHILDREN ON STRIKE, LONDON, March 4. Fifty parents of school children on •trike on Achill Island. Ireland, assaulted a teacher and roughly handled two constables. Police reinforcement? were necessary before the parents were routed. The strike was due to the teacher's refusal to prepare meals.
