Woodville County Affairs

COUNCILLORS DEAL WITH VARIOUS MATTERS Capt. M. 0. Grainger (chairman) presided at the monthly meeting of the Woodville County Council yesterday. Others present were Councillors R. T. Mabey, Geo. Peebles, E. D. Cattanaeh, R. 11. Morgan, J. Galloway and H. Sheffield, also Mr W. J. Ilawkcs (engineer) and Mr J. M. Graham (clerk). Cr. D. 11. Druce was granted leave of absence. Correspondence Tho Dannevirke Borough Council advising it had received a letter from the Dannevirke Airport Association soliciting support for a meeting of local body representatives to decide what concerted action should be taken about the airport, forwarded a copy of the following remit, which is intended for consideration at next year’s municipal conference: “That for the purpose of giving borough and county councils a lead in airways development along the right lines, the Government be requested to have carried out a survey o»f the whole of the Dominion by its tochnical air advisers and officers and that plans be prepared and made available to every borough and county council showing (1) the location and essentials of main airports, subsidiary airports and landing fields, emergency landing fields (2) regional boundaries of each airport so as to indicate to local bodies lying within that area the sphere within which their air development lies." Tho letter stated Damievirke was willing to appoint representatives and to convene a meeting and asked for Woodville’s views on the matter.

A lengthy letter referring to the same matter was read from the Dannevirke Airport Association.

It was decided that Cr. Cattanaeh represent the council in the event of the Dannovirko Borough Council convening the suggested conference of local bodies.

The board’s representative on No. 5 District Highways Council wrote asking for the views of county engineers regarding longitudinal planking on bridges on highways. The engineer indicated that the reply had been forwarded.

The Transport Department, in reference to the taking over of main highways, wrote for particulars of plant, which could be taken over by the board and of county employees who could be absorbed in the new scheme of maintaining highways. ‘The Transport Department forwarded h circular letter thanking local bodies for co-operation in the matter of speed limits under by-laws. The letter added that the aim of the Government was to simplify motor laws. So far as speeds w«ro concerned the Minister directed that in his view the following provisions should apply: Reckless or negligent driving; careless or inconsiderate driving; 30 miles per hour maximum in built up areas; speed such, that the motorist is able to stop in half the distance of clear road ahead.

E. S. Klein (Kiritaki) wrote for permission to lay a water pipe across tho road.—Granted subject to the engineer’s approval. D. M. Brown (Kumeroa) wrote for permission to lay a one-inch pipe across the road from a spring.—Granted) subject to the engineer’s approval.

Notification of the transfer of property from C. B. Morgan to H. B-. Morman was given effect to. Engineer’s Report The report submitted by the engineer (Mr W. J. Ilawkcs) was as under:—

“Woodville Riding.—Grading was done on Saddle, Oxford, Woodlands and Pinfold roads and on McLean street. Metal repairs were attended to on Hope’s, Oxford and Upper Pinfold roads.

“Manga-atua Riding.—Metal repairs were attended to on Bluff and Harris’ road. Judd’s, Range and Priests’ roads were graded. Slips were removed on Bluff road.

“Kumeroa Riding.—Metal , repairs were attended to on Little's River, Otawhao, Druce’s Potter’s, Maikairo and Township roads. River,,Otawhao, Potter’s and Little’s roads were graded. Watertables on Otawhao, Pot-

ter's and little’s roads were cleaned. The wing sheething of Little’s road bridge was repaired and protection work carried out. Broom has been cut

in Reserves. “Maharahara Riding:—Metal repairs were attended to on Gaisford’s Oringi, Ross, Grahame’s and Jackson’s roads. Grading was done on Oringi, Sturdee, Grahame s and Pairbrother’s roads. Groyne protection work is being carlied out in tho Raparapawai stream for road protection. “Woodville-Palmerston North No. 1: t Surface repairs were attended to, minor slips removed and watertables cleaned. “Napier-Wellington 2/5: Grading was done when and where necessary. Shoulders were graded and metalled. Surface repairs were attended to. Bridge decking repairs wero attended to. Silver . poplars and other overhanging growth was cut back. Various minor slips were removed.

“Woodville-Hopelands No. G: , This road was graded where necessary and metal repa.. attended to. Culverts were cleaned out.

"Woodville-Tamaki 7/8: Grading was done throughout and metal repairs attended to.' Stone groynes are being put in as protection for Raparapawai stream bridge and roadway’. Side drains are being cleaned. “Freelands Highway No. 9; This road was graded and metal repairs attended to where necessary. Bridge approaches were repaired. Side drains were cleaned and culverts attended to.”

In reply to Cr. Sheffield the engineer said the repairs to Smythe’s bridge would be completed in abopt a week. The pay sheet, amounting to £751 Gs Gd, was passed for payment. Before the meeting closed the chairman remarked that as tho council would not again meet this year he took the opportunity of extending Christmas and New Year Greetings to the councillors, the staff and tho Press. Mr Galloway reciprocated on behalf of the councillors and Mr Sheffield congratulated the chairman on Iris appointment to the Hawke’s Bay Mortgagors’ and Lesees’ Rehabilitation Board. The next meeting of the council will bo held on Friday, January 8, and the county offices will bo closed for the customary holiday period.
