BRITAIN SEEKS A RENEWAL. United Press Association—By Electric Telegraph.—Copyright. LONDON, October 7. The British Government has approached the United States and Japan regarding the renewal of Article 19 !>f the Washington Treaty of 1922, to maintain the status quo regarding the non-fortification of islands in tho Pacific. Received Thursday, 9.20 p.m. WASHINGTON, Oct. 7. The British proposal to the United States and Japan regarding the renewal of article 19 of the Washington Naval Treaty met with the comment that it was interpreted to signify that the’ United States was prepared to keep peace but will not initiate a naval race. The Secretary for the Navy, Mr Swanson, said fortifications must be met with other fortifications and one menace with another menace.
