United Press Association—By Electric Telegraph.—Copyright. NANKING, Oct. 5. Mr. Kuwashima, a special envoy from Toldo, has arrived with secret Instructions to the Japanese Ambassador in Kawagoe. General Chiaug Kai-shek, head of the Nationalist Government, will consult the Executivo Council tomorrow, and then will open at Kawagoe which are hoped to lead G a settlement of the Sino-Japanese d:s pute.
Bandit Gang as Public Protectors Received Wednesday, 1.20 a.m. FOOCHOW, Oct. 6. The “Dovil Saint,” a would-bi picturesquely notorious bandit nameu Lim Keeun and his gang who for years have terrorised the outlying districts, have joined the Government which has appointed them public protectors, pay ing a lump of £llO per month for their services.
