Horowhenua County Council

AUGUST MEETING.

The monthly meeting of the Horowhenua County Council was held at Levin on Saturday. There were present: Mr. G, A. Monk (chairman), Crs. L. H. Beat, J. E. Whyte, F. J. Kyder, H. G. Bryant, D. K. Guy, A. J. Gimblett, A. M. Colquhoun, C. P. Jensen and Messrs F. H. Hudson (clerk), and J. T. M. Brewster (engineer). Before proceeding with the business the chairman referrod to the sad bereavement Cr. Whyte had suffered 'in th" death of his wife. The Council expressed their sympathy-by standing in BIIenCe ' AM BULANCE SERVICE. Tho Palmerston North District Froo Ambulance forwarded a copy of Its report and balance-sheet and advised that a conference was to be held between the free service, tho Hospital Board and representatives of local authorities. > The chairman stated that it had been suggested that representatives of local bodies on the Hospital Board should attend the conference as Board members. He moved that the Council bo represented at the meeting by Crs. Jensen and Gimblett as those two gentlemen had taken a' considerable interest in hospital matters and the conference was one of some importance. GRANT ACKNOWLEDGED. The Horowhenua Boys’ and Girls’ Agricultural Club wrote expressing appreciation of the donation of £2 2s made by the Council to its funds.—Received. *’ CONDITION- OF CREEK BED. Mr. Arthur Cave, Kingston'Road, Shannon, wrote stating that two years ago he communicated with the Council regarding ah old creek bed running tnrongh his property and it was agreed to put a drain in to take tho water from tho bed. The work had not been done and he asked that the .Council proceed with it as soon as possible. The letter was. received and ,tho Engineer- was asked to-.call, .on the. writer. ROAD DRAINAGE TROUBLE, Mr. J. W. Melville, Kawiu Road, Levin, drew attention to the Bad drainage at the corner .of Kawiu and Fairfield Jtoads .and aske.4 that.it be given attention. —Referred to the Engineer with power to act. ' ROAD REPAIRS. -

■ Mr. S. J. King,Jervois Terrace, Ohau, advised that there were two deep ■ channol3 made by wheels of vehicles at -the intersection of Jervois and Victoria Terraces and on dark nights it was dangerous, especially to pel striang.—-Referred to the Engineer with power to act. MOTOR LORRY. REGULATIONS. The Waipa- County Council asked for support and co-operation •in the matter"of'having tho Motor Lorry Regulations amended, so as to make it cdmpulsory for all heavy motor vehicles used in the transportation of goods to have sealed governors, which would automatically restrict tho speed to tho requirements of the regulations. If the amendment met with approval, the Council were asked to make representations to the Government through the -Member of Parliament with the object of having the question considered whilo tho regulations were under roview. The chairman said he understood the Minister for Transport was giving this matter consideration and he did not think the Council could do very much. The Minister was certainly going to curtail the speed of motor vehicles, but ho wished to say that there was always a danger in having vehicles of governed speed. Most motorists had found in their experience that a car that could accelerate rapidly had brought them out of a difficulty. That had been his experience. The communication was received. DEVIATION SUGGESTED. Hon. Edward Newman, Marton, wrote stating that he had received a report that the Council proposed to make a deviation in the Waitarere Road which would affect property he was interested in. He asked the Council’s intentions and said that a rough plan would be appreciated if the rumour waß correct. It was decided to reply that no deviation was at present contemplated, but if it was he would bo notified. GRANT SOLICITED.

The Levin Plnnket Society applied for a grant towards its funds, pointing out that it had no- • taken over the Otaki area. It. was decided to make a grant of £5 ss. ENTBANCE TO PBOPEBTY. Mr. A. M. Neal, The Avenue, Levin, asked permission to cut steps in the bank, immediately in iront of his property in order to provide a more suitable access.—Beferred to the Engineer with power to act. PUMPING OP WATEB. Mr. W. G. Hayward, Te Horo, applied for permission to pump water from the Hautere water race, at the point of entry to his property, by means of a one inch pipe.—Beferred to the Engineer with power to act. BEMOVAL OP CHUECH. Mr. J. D. Avery, Otaki, advised that the Anglican Church was moving a building from Hautere. to the church site at Te Horo and asked if there were any. by-laws governing the distance a building must be from a boundary fence. The Engineer was asked to reply to Mr. Avery giving him the necessary information. BO AD OPP BUCELEY BOAD. Mr. C. C. Ward, Buckley Boad, Shannon, advised that he had received no reply to. his letter requesting the metalling of gateways and asked if the jo' could now be done. Cr. Best advised that he and Cr. Whyte had given the request consideration and they had no recommendation to make. The present gate was about a chain off the roadway. The chairman: We can only deal with the matter from a ratepayers’ point of view.

port by the Engineer and Councillors for the riding. WORKS COMMITTEE REPORT. The Works Committee submitted the following report on. various matters referred to. 'it< for consideration: — Trees on Papaitonga Lake Road. — Your committee re-aflirm its recommendation- of the 15th November last in reference to the disposal of trees, the subject of the application from Mr. James Frew. Additional Street Light for Manakau.—Your coromittoe has no recommendation to make in regard to the application from the Manakau Progressive Association. Waikawa Beach Road.—Your committee recommend that approximately 15 -chains of % Waikawa Beach Road, which is subject to flood trouble, be scaled at an estimated cost of £220. No. 473 Highway (Heatheriea-Fox-toa-via.Koputaroa).—-The Engineer has be .a requested to supply an estimate of the cost of widening the road and cutting the drain which was the subject of reference from the Council. Waitohu Road. —Tho Engineer has been directed to prepare an estimate of the cost of sealing that portion of Waitohu Road subject to flooding. , Purchase of Tractor-Grader. —Your .committee have to report that they have authorised the purchase of a one man grader combined with tractor for the sum of £922 os. The report was adopted by the Council. ENGINEER’S REPORT. Mr J. T. M. Brewster, gave the following report covering the past month: Tokomaru Riding : An old earthenware pipe eubeil on Kingston Road was removed and 18 feet of conc’ete pipe installed. A hole that had scoured at the end of the old culvert was filled with 30 cubic yards of earth. The grader has been over practically all the district roads iu the Riding. Main temrie metal has been put on the following roads : Kaihinau 10 yards; Toko-maiu-Poplar 6G yards. Wkirokino Riding: Portion of Gladstone Road near the second ford collapsed and a half bridge of ono 18ft. stringer and 11 planks were used to bridge the gap. 1 found it necessary t- make tests for foundations for the new bridge on Muhunoa West Road. For a distance under the surface the ground is very soft and sets up little or no resistance. It will b_ necessary to use piles 28 feet long for this job. The power grader has been over various roads in tho Riding. Maintenance metal has been put on the following roads : Ohau west 14; Ohau east 16; Bruce 52; Kawiu 130; Fairfield 28; Arapaepae 50; Kimberley 112; Bruce and Buller 130; and Lindsay 2S cubic yards. Otaki Riding : ’’’ho pound at Manakar has been repaired and is now in good condition. Willows adjoining the Waikawa Stream near Drake’s have been cut and more planted to protect the road bank from erosion. Maintenance metal has been put on Atkins 4; Waitohu Valley 46; Manakau township 4 and North Manakau Road 12 cubic yards. Te Horo Riding: Small slips have been cleared from Otaki Gorge road and general maintenance attended to in ther parts of the Riding. A small amount of maintenance metal has been put on Mangaone, Ngatiawa, Waikanae Township and Waimeha Township. Main Highways: Only work of a general maintenance nature has been attended to on the main highways. Surv „’s of 90 chains on No. 374; 80 chains on No. 811 and 87 chains on No. 372 main highways are now complete. ' Unemployment Relief: evin: 3 men, 3 farmers, £6 15s.
