Will Not Affect American Building Programme
THE NEW NAVAL TREATY
Received Thursday, 10.35 p.m. NEW YORK, March 25,
The Washington correspondent of the New York Times says America’s policy in maintaining a navy ‘‘second to none’’ is not likely- to be affected by the Treaty signed in London to-day. The Administration considers the Treaty the best obtainable under the circumstances to prevent a naval race, but is determined to build up to the full strength allowed under the Washington and London agreements. Whether the Treaty will be submitted for ratification by tho Senate this session is not yet determined. The status of Pacific fortifications also awaits determination.
It is understood in Washington that the Treaty will not apply to cruisers ■and aircraft carriers now building or laid down prior to January 1, 1D37, even though it may represent heavier tonnage than that set in the new’ limitations agreement.
