A forward-looking policy in providing for future traffic was advocated by Lieutenant-Colonel A. W. C. Ivichardson, in a paper on the development of town and country road passenger services, read before members of the British Institute of Transport. To avoid the criticism of those who would follow in the world transport they ought, lie said, to make bold plans for immediate reconstruction of roads, pedestrian pathways, parking places, bottlenecks, and narrow streets.
Traffic must not be slowed down; it must be speeded lip, not in parts, causing congestion elsewhere, but as a whole. To do this pedestrians must be removed from the motor roads and accommodated, safely and comfortably above the traffic on a level with the first floor of buildings and shops, such pathways to be connected across the roads by means of bridges.
Shop windows would be on the first floor instead of the ground floor, and buildings and shops must be set back or arcaded, where this was feasible. All this would admittedly be costly, but far from impossible If traffic continued to increase and no restriction was put on the user of private vehicles in the central area all movement would tend to cease and the loss occasioned would be out of all proportion to the cost of immediate reconstruction.
