Subsidy on Rescaling Work

PAHIATUA MAKES FIRST REQUEST

At tho monthly meeting of tho Pahiatua Borough Council’ on Monday night tho town clerk (Mr L. D. Lovelock) told tho council that Pahiatua was tho first local body to apply to tho Highways Board for a subsidy on re-sealing works. The matter was raised when tho council had before it a letter from the Highways Board asking it to postpone the re-sealing of Mangahao road and Main street in order that an experimental piece may be put down on a certain section of the road to ascertain its wearing qualities. The council had previously been granted a subsidy for the work, which was to cost some £IBOO, and it was mentioned that au estimated cost of the strip to the council would be in tho vicinity of £2OO. This gavo rise to a lengthy discussion on the proposed experimental work, and Cr. Murphy took exception to tlio board experimenting at tho cost to the council, a view which was held by Cr. Carthew. Tho dcputy-Mayor, Cr. Siddolls, took the other view of the case, pointing out that tho present surface on the roads was not tho best, and if by' experimenting they could produce something that would give tho -council a better job it would bo cheaper for them in the long run. Crs. Watts and Brown favoured going ahead with the suggested proposals of the Highways B'oard, and moved in this direction.

Crs. Murphy and Carthew thou moved as an amendment that the matter be held over until tho next meeting of tho council. Tho voting resulted as follows: — For tho amendment, Crs. Murphy, Carthew, Mureh and Donald; against, Crs. Watts, Brown, Sturton and Britland. The deciding vote by the deputy-Mayor was cost in favour of tho amendment which, on becoming tho' motion, was carried, tho matter subsequently being held ovea- until the next meeting. Painting the Baths

When the report of tho baths committee was tabled Cr. Sturton complimented the latter on tho very satisfactory condition of tho baths, and Cr. Watt added a word of praiso .in this connection, but followed it up by remarking that ho would like to hear naoro about the much-needed improvements to the Recreation Ground.

The chairman suggested that if possible it would be a good idea to have tho baths painted if tho work could bo done for £lO, but Cr. Mureh, whu'e agreeing with tho necessity for doing tho work, said that as a member of the baths committee ho was of the opinion that the council had carried out enough work for the present season, as it had cost a good deal more than it had anticipated. In view of this he thought that tho matter should bo held off till next year, with which suggestion tho councillors readily concurred.

A detailed report on tho work of draining and levelling tho recreation ground was read by the-chairman, who explained that the progress of the job had been held up owing to the wet weather. Next year the benefits of the undertaking would be apparent. A cricket pitch had been put down, but tho special grasses sown therein had been washed out by a downpour of rain, and since then nothing had been done about tho matter. It was subsequently resolved t-o have the council's mower cut the long grass on tho ground, and then purchase a live-unit horse mower from Messrs Booth, McDonald, which could bo secured on a trial basis. This machine, it was claimed, would be quite suitable for keeping down tho grass to a lino level. The council then decided to give the cricketers some assistance by -levelling off tho turf and putting down a suitable pitch.

Masterton Hospital Loan Two letters were received from the Masterton Hospital Board, one stating that the latter intended raising a loan of £32,000 and the second intimating their decision to reduce this to £22,000.

Tho town clerk explained that he had been informed by Miss C. MeKenny, representative on the board, that she had voted against tho decision to raise the loan as tho second proposal did not make provision for any alterations or improvements for the hospital building itself.

Several councillors wanted to knoii how the proposed loan would affect the council’s contributions to the hospital rates, and tho chairman pointed out that Pahiatua'a share, now some £3135, would go up by about £SO per annum. Somo county councils were objecting to tho proposal, ho said.—The letter was received. New By-Laws Passed

Crs. Brown, Carthow and Sturton, who had been deputed to frame new by-laws dealing with tho displaying of goods on the footpath proper of the borough streets, and also other matters pertaining to cyclists, were appointed a standing by-law committee. The new by-laws, which will shortly come into force, are set out below: —

4 (a). Sign cases and show cases: No person shall place or affix any sign

case or show case or frame, or fittings to the front of any building which is subdivided into suites of offices or other business premises unless he shall first have obtained a permit so to do front the council, and shall carry out the work iu accordance with tho following specifications: (1) The design of tho sign case or show case or i'rai.io or fittings shall' be first submitted to and approved by the council; (2) me sign caso or show case or frame and fittings shall bo fixed to the building at the entrance thereto, or on the side wall pillar of the building, and such sign case, show case, frame or fittings, or tho contents of such show case, sigu caso or frame or fittings shall not project more than four inches from the front of tho building.

4 (b). Signs on porticos: No person shall paint, write, or affix any sign on or to any portico or affix any sign to any pillar or support thereof, except as follows: (1) Upon the ' fascia of such portico; (2). upon the front of any portico parallel to the front of the building to which such portico is attached, but so that no structure other than a galvanised irou, copper, or brass wire mesh screen or wooden frame, not exceeding sft. jn height, shall' bo erected, and that only letters or other devices approved by the council shall bo affixed; provided that electric signs may bo erected subject to the approval of tho council; (3) under any paortico with a lean-to or curved roof, or suspended portico, save that tho lower edge of the sign shall not bo less than Bft-, above tho surface i'ovel of the pavement; (4) a permit shall be first obtained from the council, and the sign shall be constructed, erected and maintained to the satisfaction of tho council.

4 (e). Signs on roofs, etc.: No person shall erect any sign, sky sign .or other device on tho roof or parapet of any building unless ho shall first have submitted tho design of such sign, sky-sign, or other device and the proposed method in detail of affixing the same to the roof or parapet of such building to and obtained the approval of the council thereto.

Traffic By-Law in Respect of Cycles

Bicycle lights and reflectors: A bicycle or other similar machiue not being a motor vehicle or motor-cycle, shall havo a lamp placed at the fiont thereof aud displaying to the front a sufficient white light, and a suitable reflector so placed as to show clearly to tho rear of such machine a bi'ightaod reflection of any following light that fall's on such machine.

Rear mudguard painted white: Every bicycle or other similar machine not being a motor vehiclo or motorcycle, shall have at least twelve inches of the rear mudguard painted white.

Parking of bicycles; No bicycle or similar machine not being a motor vehicle or motor-cycle, shall bo, parked other than in tho recognised -bicycle stands or other than in an upright position against the kerbing of any footpath. Biding bicycle on footpath: No person shall ride any bicycle or other similar machine upon, along or across any footpath or water channel, except upon and by means of a crossing properly constructed under the provisions of any by-law heretofore in force.

Speed: No person shall ride a bicycle in any public place recklessly or negligently, or at a speed or in a manner which is dangerous to tho public. Misleading an inspector, an offence: Every person who, on being challenged by an inspector or other officer of the council, or any officer of the police, with having committed an offence against any provision of this part of this by-law, shall refuse to give his or her name to such inspector, or other officer, or shall give a false name or a false address, and every other person who, when required so to do by any inspector oc other officer of the council, or any police officer, shall fail to give any information in his possession that may lead to the identification of any person offending or suspected of offending against any provision of this part of this by-law, shall bo guilty of an offence.

Offences: Every person who shall.do or emit-, or cause, permit, or suffer to bo done or omitted, iu contravention of this part of this by-law, and act or thing whatsovor, or shall permit or suffer to bo or exist, any machine or thing in a condition contrary x to any provision or requirement of this part of this by-law, shall be guilty of an offeueo.
