Japanese Ultimatum to Nanking
DEMAND FOR AUTONOMY IN FIVE NORTHERN PROVINCES
United Press Association—Uy Electric Telegraph.—Copyright. PEKING, Nov. 19. Reliable sources confirm the delivery of a Japanese ultimatum, to which a roply is required by Nov r ember 20, insisting that the Chinese authorities declare autonomy for five northern provinces, in default of which there would be an armed invasion. A favourable reply is believed to be certain to be given by local officials, acting on their own initiative. Failing a plan being forthcoming from Peking, it is expected that an autonomy council will shortly be established. The New Vassal State Received Wednesday, 10.30 p.m. LONDON, Nov. 19. The Times’ Peking correspondent says the Chinese leaders at Peking have virtually decided to declare an autonomous regime in North China in the next fewd?:". According to latest reports it will comprise a loose federation of the five provinces of Hopei, Shaugtung, Shansi, Chahar and Suiyuan, tho three special municipal areas of Pekin, Tientsin and Tsingtao, ancl possibly also a sixth province composed of the demilitarised portions of Hopei and Chahar. The proposed name of the chief organ of the federation situted in Peking is the “North. China Anti-Com-munist Self-Governing Council oi the Republic of China,” which suggests the line the Japanese propose to take to justify their support of the new Administration.
