President Roosevelt announces that the American delegation to tho Navai Limitation Conference convened iu London ou December 0 will bo headed by Mr Norman Davis. Ollier members will be Admiral Standlcy and tho Under-Secretary of Stale, Air Phillips. Thft selection of the last-named is som'etVmg of a surprise. It tu explained that he will remain iu Loudon only a few weeks and return to Washington to aet as liaison agent between the President and the conference delegates. s Although the prospects of maintaining the. 5-5-3 ratio in the world’s principal navies is considered an almost jmpossiblo hope, President Roosevelt was anything but gloomy to-day iu r unouncing tho delegation. He declined to reveal any specific course of action at- London and indicated that the chief objective was to maintain tho status quo of the present treaties.
