While the State Department denied to-day that either Britain or France had made overtures to havo America join the League boycott against Italy, it appears such action, if requested, must necessarily bo denied. In the first place the President is bound by the terms of the Neutrality Act and it would require an Act of Congress to declare a' boycott. Then, too, exporters who havo been critical of the President's indirect request for commercial relations with the belligerents to cease, would undoubtedly vigorously protest against a boycott of Italy. To date it appears that American exports to Italy are increasing if anything. It is learned that American oil interests have been approached to join foreign producers in shutting off this vital produefc to Italy but it is understood they have. refused as petroleum is not on the President's embargo list. The United Press -declares that the American export liner Exocnorda sailed a few days ago for Italy with a heavy cargo, including 25,500 bales of cotton, a thousand automobiles and great quantities of lubrication oil and foodstuffs. Attitude of Turkey LOYALTY TO LEAGUE Received Thursday, 31.10 pun. LONDON, Oct. 17. A Constantinople correspondent says that Turkey's attitude regarding sanctions is loyal adherence to the League’s decisions but without haste and enthusiasm. Turkish exports to Italy consist mainly of coal, cereals and tobacco, making about 20 per cent, of the total Turkish export. The loss of such market would upset the trade balance and economic experts are studying the problem. Local banks have already stopped credit on goods destined for Italy,
