OPPOSITION TO SUBMARINE ABOLITION Received Thursday, 10. do p.m. LONDON, Sept. 2G. The Daily Telegraph says informal London and Paris naval exchanges revealed that the French Governmentwill not in any circumstances entertain proposals for the abolition of the submarine which it regards primarily as a weapon for defence. Nevertheless the British Government will again urge the suppression of submarines at the next naval conference which is now unlikely to bo held this year.
America and Germany expressed their readiness to discard submarines provided others did so, but Japan is also adamant, while Russia, which has a considerable submarine programme in hand, is equally unwilling.
