Naval circles welcomed the First Lord of the Admiralty,- Sir Bolton Eyres-Monsell’s announcement of the abandonment of ratios.which .was considered likely to materially revive the prospects, of a favourable world peace. It is understood that- Japan gladly endorses, Ijtq principle ot a disclosing building programmes.
