Manawatu County

MEETING OF COUNCIL Manawatu County Council met at Sanson yesterday. Present: Crs. W. E. Barber (chairman), A. N. Moreom, W. E. Pearce, D. W. lteid and J. H. Perrett. Leave of absence was granted Cr. J. Boyce. Tlio Unemployment Board wrote asking for the council's views on the value of assets they had been ablo to create with No. 5 labour.—Referred to the engineer. The district engineer (P.W.D.) advised that no further traffic tallies would be subsidised by the Highways Board beyond the present winter tally. —Received.

Hospital Representation Pohangina County Council wroto in respect of its hospital representation. It was taking the matter up with the Minister with the view of having the Act altered so as to ensure counties not losing their direct representation as the city population grows. The support of other contributing authorities was sought. The chairman said the population of Palmerston North must grow, and the time would come when Manawatu would find itself in tho same situation as Pohangina. It could even go as far as there being only one representative on the Hospital Board for all the counties combined.

The council decided to lend its support.

Art Unions Supported

Cr. Moreom drew attention to the increasing levies demanded of local bodies for hospital' upkeep and said he was with Cr. Boyce in urging art unions to help them out. The chairman said those who opposed the art union system of financing hospitals feared it would influence the’ Government in the amount of the subsidy given.

Cr. Moreom urged the council to telegraph tho Farmers’ Union conference in Wellington backing up the art union scheme. The chairman referred to tho need for extra accommodation at the Palmerston North Hospital and the extra demand that would bo made on the contributing authorities shortly.

Cr, Reid seconded Cr. Morcom’s suggestion. The chairman declared a hospital art union woui'd be on the same lines as a church baaar, where they ran raffles. In the past art union profits had gone to help sports. Now they were helping the unemployed. The Government got a whack out of each one conducted, and it must be a good whack, because they still allowed the art unions to go on. Cr. J. H. Perrett observed that the amounts contributed to each successive art union seemed to be getting less and less.

The chairman said the county’s contribution to the hospital was £3200 for the year out of £17,000 levied by way of rates. The motion was carried.

Sanson School Committee wrote asking for a donation of metal for concreting work. —Granted.

Treasurer’s Report

The county clerk (Mr A. K. Drew) reported that the county fund account was £6SOB 6s 8d in debit. The main highways loan account was £7129 I3s Id in credit. Receipts since last meeting had-amounted to £IOS7 9s 2d, including arrears of rates £32 5s 9d, drivers’ licenses £4O ss, heavy traffic £44 16s 9d, dog registrations £4l 7s Cd, publicans’ licenses £SO, tramways £487 11s 2d, proportion of heavy-traffic fees £258 5s 2d, refund No. 5 scheme £GS Gs 9d. Tramway Manager’s Report * The items of traffic for tho month were as follow: —Eggs, 37 crates; metal, 495 cubic yards; manure, 62 tons; minerals, 94 tons; general merchandise, 6 tons; timber, 3 trucks; pigs, 40; iron and steel, 3 trucks. The accounts show a debit balance of £39 Is lid.

Locomotives: Luring the month arrangements were made with the Kailway Department for the hire of an "F” class locomotive for use whilst repairs are being effected to the axle boxes and wheels of the “G” class locomotive. Arrangements were also made for the casting of new bogie wheels and the re-tyring of the driving wheels. Traffic Control The traffic inspector (Mr W. Berry) reported that during the month of June his time was taken up with patrolling the counties coming under his jurisdiction and attending to various matters. Owing to numerous complaints of persons riding cycles at night without lights and having no rear reflectors, he went out several nights on the highways and caught 28 persons riding cycles either without lights or no rear reflectors, a number having appeared before the Court. Fines ranging from 5s to 10s were imposed. ■ Numerous cyclists wero using torches, but these are in most cases only switched on when anything appears in sight. Ho laid information against two of these offenders and tested the matter in Court, The Magistrate convicted them and held they did not comply with the Act, which stated that the light must be constructed on the machine.

He had also spent several days examining drivers’ licenses and found 15 drivers who had not renewed their licenses. Informations had been laid in each case. One person for allowing stock to wander on Kangitikci line had been summoned. In this case there were 22 head of cattle on the road just at dusk, and no person was in charge.
