Programme by Communis! International DISSOLUTION OF EMPIRE AS EARLY MEASURE United Press Association.—By Electric Telegraph.—Copyright. Received Tuesday, 7 p.m. RIGA, April 30.
While Anglo-Russian relations are increasingly cordial, tho Communist International lias published “a programme for the Sovietising of England.” It declares that life in England is unbearable to the masses. Guided by the British section, the Third International mnst seriously embark on destroying t.hc present system. When the armed forces are disbanded, the English Soviets will stand before the world with clean hands, enabling the building up of a Red army and navy and tribunals. The programme declares that one of the first measures would be to dissolve the Empire and cancel all Governmental and private loans and investments in India, the Dominions and the colonies, thus freeing them of a burdensome tribute to Britain. Soldiers and officials would be withdrawn from India and Ireland, enabling them to have their own Soviets.
