LONDON, April 17. “Air raids cannot wipe out London, or any other city,” declared MajoiGcneral Sir Frederick Maurice, principal of East London College, University of London, and author of many books on military subjects. He admitted that the noise of antiaircraft guns might stampede people into the country. All obstacles to the formation of an international air foice could be overcome.
