Work of the League

EMBARGO ON ARMS FOR THE CHACO. (British Official Wireless.) RUGBY, Sept. 19. After Soviet Russia had been formally admitted to tho League of Nations, on a roll-call vote in the Assombly, in which thirty-nine nations voted in favour, three (Switzerland, Portugal, and Holland) voted against, and seven abstained from voting, Monsieur Litvinoff, in an address delivered in English, declared that the Soviet Government had come to combine its efforts with those of tho other States in tho League, and for its will to maintain the peace of the world to make itself felt. Tho vote according Russia, a permanent seat on tho Council received the assent of forty nations.

Tho Council of the League of Nations sat in private this morning to discuss arrangements for next January’s plebiscite in tho Saar. Following Russia’s admission to the League yesterday the chief Soviet delegate, M. Litvinoff, took his seat on the Council for the first time, as did the representatives of Chile and Turkey. Later in public session the Council passed a resolution referring to tho Assembly the entire question of an embargo on the supply of arms to Bolivia and Paraguay in tho effort to cheek tho present hostilities and hasten a settlement of the dispute which has lasted too long. A protest by the French Foreign Minister, M. Barthou, against tho unfairness caused to the Powers applying tho embargo by tho non-en-forcement of it by certain countries was supported by tho British delegate, Mr. Anthony Eden. Both urged renewed efforts for a speedy settlement of the long dispute.
