WENT EE BELIEF FOR FIVE MILLION FAMILIES United Press Association —By Electric Telegraph—Copyright. WASHINGTON, Sept .2. A Tcport by President Roosevelt’s Executive Council to-day declared that live million families, comprising about 23 million persons, must bo provided with relief funds in the coming winter at an unprecedented cost to the 1 cderal Government. The report pointed out that the steadily increasing cost of living, now estimated at 20 per cent, above tho low point of the depression, made more generous doles to the uncm ployed necessary. Coincidental with, this startling information, tho Commerce Department published a monthly survey showing unusual declines in nearly every field of business activity in July and earlj August with employment pay rolls down more than the usual seasonal amount.
