ELECTRICAL DEVELOPMENT CHAIRMAN RUGBY, Oct. 27. The council of the British Electrical Development Association has appointed Sir William Ray, M.P., leader of the County Council and a well-known figure in the public life of London, to be its executive chairman at a salary of £SOOO per annum.
