ANSWER TO BRITISH HINT. WASHINGTON, September 20. Tho United States has informed tho British Government that it cannot postpone any part of the naval building programme now under way, as was suggested last week in London. The British Government was reported as feeling that the carrying out of the 238,000,000-dollar construction programme would have a bad effect on moves to limit armaments. The source through which the United States position was made known in reply was not revealed at tho State Department.
