ILLITERATES COMPRISE 92 PER CENT, United Press Association—By Electric Telegraph—Copyright. Received Thursday, 7 p.m. CALCUTTA, Sept. 21. India's census returns, just published, give the population at 352,837,778, nearly one-fitfh of the inhabitants of tho world. The literate portion of the population is only eight per cent., while tho blind exceed 600,000.
