CLOSE MARGIN IN SPLIT VOTE Per Press Association WELLINGTON, Last Night. Mr Peter Fraser, M.P., was elected to the City Council at to-day’s by-elec-tion. The details of the voting were: Fraser (Labour) 11,007 Wright (Civic League and Ratepayers’ Assn.) 11,288 Castle (Independent) 517 Webb (Communist) oil A total of 23,859 votes out ot 55,553 on the roll was cast —a record for a by-election.
