Ottawa meant a complete revolution for mombers of the Empire. The policy which Australia and Canada had adopted was a policy of sanity. “You were wedded to free trade as though it were a god, but we were wedded to protection as though it were a super-god. The arrangements made at Ottawa are going to mean reciprocal arrangements such as wo never dreamt of in the past.”
