Parliamentary opinion is still opposed to debt payment and the hostility is likely to continue Unless unforeseen developments show it is advantagoous to Franco to reverse her attitude. Friendly But Independent ROOSEVELT TO HOOVER Received Wednesday, 10.30 p.m. WASHINGTON, Dec. 20. Although the communications have not been published, the New York Times’ Washington correspondent today learned tho essential points of the telegrams exchanged between Messrs. Hoover and Roosevelt regarding cooperation in tho formation of a debt commission. Mr. Roosevelts reply today was friendly and in “some respects helpful in tone,” but rejects the commission idea as opposed to his own belief that existing diplomatic agencies are sufficient for the purposes of reexamination. Ho is also unsympathetic to tho suggestion of tying the debt re-examiners with tho delegation to the Economic and Disarmament Conferences, stressing tho view that debts are a separate matter. But he promises to "do nothing to retard or hamper immediate re-examination.” He passively objected to President Hoover’s ostensible exclusion of some of the debtor nations, apparently wishing to leave tho door open for negotiations with France. Mr. Hoover is now faced with the decision whether he will proceed on his own initiative. It is now likely he will be governed by Britain’s action. If she requests an immediate review ho ( could not well deny it, but if Britain prefors to await Mr. Roosevelt’s inauguration Mr. Hoover will probably drop the matter.
