AMERICAN STATES PARDON HUNDREDS OF PRISONERS.

SAN FRANCISCO, Nov. 14. Governor Rolph is presenting pardons to one thousand prisoners for infractions of the Volstead Prohibition Act, the breaking of which is no longer considered a crime. Michigan State is freeing three hundred “dry law” violators. Agitation has also been started for the pardon of 21,000 persons confined in Federal prisons for liquor violation.
