The All-India National Congress is determined to meet in Delhi despite the Government’s ban and the Police Commissioner at Bombay has served an order on Mrs, Sarjini Naidu, President of the Congress, to prevent her leaving Bombay Avithout permission. Tho Delhi police raided several houses in connection with tho preparations made there for the Congress meeting. The Government is fully determined that no meeting shall be heJJ. One Avas killed and 30 injured when the police were forced to fire to quell serious Hindu-Moslem rioting in Bombay. Tho /Moslems objected to the Hindus singing and playing music near their mosque during tho Bakrid festival and the religionists attacked each other with knives and stones. The police Avere caught between tho parties and had to fire to disperse them. Fourteen police officers and men Avere injured. There were similar disorders all over the native quarter in Bombay. The situation is now under control.

King’s Message to North-west Province British Official Wireless. Received Thursday, 9.50 p.m. RUGBY, April 20. At the opening of tho Northwest Frontier Province Legislative Council at PeshaAvar the Viceroy read tho following messago from tho King: “Recently I had great pleasure in according my sanction to the elevation of the Northwest Frontier Province to the position of a Governor’s province under the Government of India Act, and I rejoico to-day that you aro celebrating the fulfilment of that decision. On peace and good government in tho NorthAvest Frontier Province depends in a great measure the security of India, and I look Avith confidence to the peoplo of tho province to set in order their affairs so that the momentous changes which my Viceroy is to-day inaugurating on my behalf will conduce to the benefit of their province and of India as a whole. Through my Viceroy I send to you people of tho Northwest Frontier Province and to your new Government and Legislature my warmest greetings. It is my earnest prayer that to-day’s happenings may promote your lasting contentment and prosperity.”
