AMERICA AND THE WAR DEBTS United Press Association.—By Electric Telegraph.—Copyright. Received Monday, 9.50 p.m. LONDON, April 18. The Daily Telegraph’s diplomatic contributor says that Mr. Andrew Mellon, U.S. Ambassador to Britain and recently Secretary of the Treasury, in private conversations intimated that there is not the slightest chance of America agreeing to a revision of the war debts at present and it would be fatal to raise the question at thi3 juncture.
