Painleve Forming New French Cabinet

RADICAL SOCIALISTS REFUSE TO PARTICIPATE San Francisco Press Broadcast. PARIS, Feb. 19. M-. Paul Painleve, former Premier and leader of the Republican Socialist faction in tho Chamber of Deputies, announced to-night that lio would form a new Cabinet to succeed tho resigned Government of M. Laval. M. Painleve made his announcement after a visit to the Elvseo Palace, where lie conferred with the President, M. Paul Doumer. The Radical Socialists, led by M. Herriot, had refused M. Painlcvo’s invitation to participate in the Cabinet. M, Painlcvo is expected to name M. Tardieu, former Premier and War Minister in tho last Cabinet, as Minister of Foreign Affairs.
